HSLSA’s vision—that justice is not rationed by wealth or status—is anchored in constitutional rights and statutory mandate. Its mission, though not presented as a rigid list, unfolds through its core activities: providing free legal aid, conducting Lok Adalats and ADR, creating widespread legal awareness, delivering victim compensation, and building legal empowerment infrastructure across Haryana.
From its institutional structure (High Court‑level patronage down through district and sub‑division committees), to its operational pillars (front offices, ADR centres, advocates, volunteers), HSLSA leverages multiple programmatic strategies—from media campaigns to legal literacy clubs to rural clinics—to make its vision real.
MISSION:
While HSLSA does not provide a rigidly titled list of mission statements, its mission is clear through its functions and programs:
Free Legal Services
Ensures free and competent legal aid through payment of court fees, lawyers’ fees, witness expenses, document preparation, translations, drafting pleadings—across Supreme Court, tribunals, civil, criminal, revenue, and administrative matters, for eligible beneficiaries.
Eligibility includes categories like SC/ST, women, children, disabled persons, victims of trafficking or disasters, persons with annual income up to prescribed limits i.e. 3 Lakhs Per annum.
Alternative Dispute Resolution (ADR) via Lok Adalat’s/Mediation
Organizes National Lok Adalats, Permanent Lok Adalat’s (Public Utility Services), and Jail Lok Adalats, to facilitate fast, amicable settlement of disputes outside traditional court processes. Awards made are binding, enforceable, and not appealable (unless litigation is initiated afresh).
ADR Centres (15) and mediation facilities (22) are established in districts with built infrastructures: mediation cabins, halls, front offices, Panel Advocate chambers—enabling consolidated access points for services.
Legal Literacy & Awareness
HSLSA runs Legal Literacy Missions, targeting rural, underprivileged, women, children, aged and mentally ill.
Weekly legal awareness camps/seminars, especially in remote rural areas, focusing on rights of SC/ST, women, children, special categories.
Capacity Building & Institutional Support
Training of panel lawyers, para‑legal volunteers, judicial officers—through workshops and refresher capacity‑building programs, to ensure that service providers are sensitive and competent in delivering legal aid and awareness.
Establishing Front Offices in court complexes (in several districts) staffed by retainers—empanelled advocates available for walk-in advice during working hours.
Monitoring committees at district and sub‑division levels ensure oversight of legal aid services and tracking of cases under legal aid
Victim Compensation
Implementation of the Haryana Victim Compensation Scheme, enabling crime victims—especially vulnerable persons—to receive timely and fair financial relief for injury, homicide, or other losses, delivered via DLSAs in coordination with state schemes
